Job description

A prominent public sector client in Belfast is undergoing a comprehensive Finance and HR transformation. A key part of this initiative is the procurement of a new outsourced payroll provider, redesigning the operating model, and transitioning from the legacy provider to a new system.

We are seeking a highly experienced Payroll Consultant to collaborate with the client team and drive this transformation forward.

This is a 6-month contract offering hybrid working with min 1 day onsite

The Position

  • Minimum 10 years of payroll transformation and implementation experience, with UK payroll expertise.
  • Experience in operational payroll is an advantage.
  • Proven ability to engage stakeholders in complex environments with multiple legal entities and varied terms and conditions.
  • In-depth knowledge of payroll processes, tax regulations, and employment legislation, ideally within the public sector.
  • Extensive experience with payroll systems (Oracle Cloud Solutions knowledge is a plus).
  • Demonstrated ability to design HR operating models that include payroll functions.
  • Track record in developing policies and procedures to improve efficiencies and align with leading practices.
  • Experience procuring outsourced payroll providers.
  • Full lifecycle experience with payroll systems implementation-from design and configuration to testing and deployment.
  • Expertise in data migration processes, ensuring accuracy and integrity throughout.
  • Experience managing multiple outsourced payroll providers.
  • Strong project management skills.

The Person

  • Bachelor's degree in business, finance, HR, or related fields.
  • Payroll processing certification (a bonus).
  • Familiarity with Oracle Fusion functionality.
  • Exceptional analytical and problem-solving skills.
  • Strong communication and interpersonal skills for effective collaboration.
  • Project management certification with proven ability to handle multiple projects and meet deadlines.
  • High attention to detail and commitment to accuracy.


It is preferably based in Belfast or wider Northern Ireland, as some on-site work will be required.
